State of Illinois Online Auction

Illinois Tollway surplus overhead truss mounted dynamic message signs and cabinets.  These signs and cabinets were removed during Tollway projects.  The signs and cabinets are not operable and have a considerable amount of stainless steel, aluminum and steel.  The signs and cabinets could be scrapped or repurposed. The following are the sign and cabinet details.  All weights and measurements listed herein are estimated and the Tollway makes no claim to the actual weight or size of any item.    

QTY: 2 - VF‐1000‐27X105‐18‐A: Vanguard signs each consist of an aluminum cabinet containing three (3) lines of LED modules, approximate weight- 3,400 lbs each sign.

QTY: 2 - VF‐2000‐27X105‐66‐A: Walk in, 9 rows x 5 columns, 105 pixels, 3 modules high, 21 modules long,  Approximate sign dimensions- 24’9”x 7’10”, approximate weight- 3,400 lbs each sign.

QTY: 2 - VF‐1000‐27X105‐18‐W: Daktronics Vanguard™ Variable Message Sign (VMS) full matrix, walk in, contains a monochrome amber LED display matrix, approximate weight -  3,100 lbs each sign.

QTY 16 - various control cabinets.  No estimated weights available.

These units must be picked up by the successful bidder and the bidder shall be responsible for loading the units.    The bidder must be present during the loading process.

Bidding Information:

Bidders bidding on this item(s) are entering into a Contractual Agreement to purchase the item(s) and are bound to the terms outlined below. Bidders must be 18 years of age or older to bid on this item.

This item(s) is offered by the Illinois Tollway and all conditions set forth herein shall apply to this sale and other sale conditions set by CMS may apply.  Viewing of items or equipment offered by the Illinois Tollway is by appointment only.  Viewing Information is as follows:

PAYMENT IS TO BE MADE VIA THE ONLINE CREDIT CARD SYSTEM ON IBID OR BY CERTIFIED BANK CHECK .  PAYMENT MUST BE MADE WITHIN 5 BUSINESS DAYS OF THE SALE OR THE SALE MAY BE CANCELLED.  TO PAY BY CHECK CONTACT SUE HORBACZ AT 630-241-6800, EXT 3819.  AFTER PAYMENT IS MADE, CONTACT JENNIFER kRISS TO MAKE ARRANGEMENTS TO PICK UP THE ITEMS.

 NOTE: Bidders that do not meet the payment terms outlined herein will be charged a relisting fee of $250.00 and are subject to collection services and expenses. 

All items must be picked up within 20 days of payment.  If an item(s) is not picked up within 20 days, the buyer will forfeit payment for said item(s) as liquidated damages. The Illinois Tollway reserves the right thereafter to re-auction or scrap the item(s), for failure to comply with pick up procedures as stated herein.

Tollway will e-mail a copy of the IBid bill of sale to the successful bidder.  Bidder or bidder’s agent must produce copy of IBid bill of sale when picking up an item(s).  Buyer's are required to present a drivers license at time of pick-up.

Pick up times for all Illinois Tollway Fleet IBid items are Monday – Friday 9:00 AM until 2:00 PM (except all State Holidays) and by appointment only.  Illinois Tollway personnel are not responsible or expected to assist the bidder in loading or preparing any item(s) for transportation.  Upon receipt of the item (by the bidder or bidder's agent), the item(s) is considered the property of the bidder and any damage or harm to the item once the property has changed hands is the bidders responsibility.

 

All sales are final and no refunds will be given.  The Illinois Tollway may, without liability, delay performance or cancel this sale on account of force majeure events or other circumstances beyond its control, including, but not limited to, strikes, acts of God, political unrest, embargo, failure of source of supply, or casualty.

 

Buyer accepts the item(s) or equipment “As Is” & “With All Faults”.No warranty, express or implied, is made by Seller, and none shall be imputed or presumed. Bidders are encouraged to have the item(s) safety inspected by a qualified professional before using the item.  Item(s) may have undisclosed damage or operational issues that are not noted in this posting or not known to the Tollway at the time of the sale. The Tollway shall have no responsibility to repair or replace any item(s) that affect the physical condition of the item(s) in this sale.    

 

All sales taxes, tariffs, and other governmental charges shall be paid by Buyer and are Buyer's responsibility except as limited by law. This transaction shall be governed by the laws of the State of Illinois.  Any disputes hereunder will be heard in the 18^th Judicial Circuit Court of DuPage County.

 

The provision noted herein contains the entire agreement between the parties and supersedes and replaces all such prior agreements with respect to matters expressly set forth herein.  No modification shall be made to this agreement except in writing and agreed to by the Illinois Tollway. This agreement shall be binding upon the parties and their respective heirs, executors, administrators, successors, assigns and personal representatives.

 

 The Illinois Tollway reserves the right, at its absolute discretion, to reject any and/or all bids and payments and cancel any sales considered as not in its best interest up to time of delivery. The Illinois Tollway also reserves the right to withdraw an item at any time - including during the bidding process.

 

Illinois Tollway Directors, officers, employees, consultants, their spouses, children or any person having any direct involvement with the disposition of Illinois Tollway surplus property may not bid on Illinois Tollway property at the CMS IBID website.  Furthermore, employees of the State of Illinois Department of Central Management Services or any other person possessing personal or first-hand information regarding the condition of any item available for auction on the iBid Illinois site is prohibited from bidding on any Illinois Tollway property for auction on the IBid Illinois site

 

At the Illinois Tollway’s discretion, bidders may be disabled and barred from participation in future Illinois Tollway sales for any of the following:

 

1. Failure to observe these Terms and Conditions
2. Failure to make good and timely payment for the item(s) awarded.
3. Failure to claim purchases.
4. Intentional disruption of the auction process.

 

Registered users may be disabled from participation in State of Illinois Department of Central Management Services sales for any of the following:

1. Suspicious registration information.
2. Incomplete registration information.
