THE VEHICLE MUST BE TOWED OFF OF THE PROPERTY BY A LICENSED/INSURED TOWING COMPANY. YOU MAY NOT REMOVE THE VEHICLE YOURSELF, OR TRY TO GET THE VEHICLE RUNNING TO DRIVE OFF OF THE PREMISES.
YOU MUST MAKE AN APPOINTMENT TO PICKUP VEHICLE – NO APPOINTMENT, NO PICK-UP. PICK UP HOURS ARE MONDAY THROUGH FRIDAY 8AM UNTIL 2PM, NO EXCEPTIONS.
THESE RULES ARE STRICT AND ENFORCED DUE TO THE FACT THAT THE VEHICLES ARE LOCATED AT A STATE PRISON.
The DOV License and Title Section will implement a process of mailing older model vehicle titles (vehicles 10 model years and older) directly to the IBID buyer rather than to the State Garages. Titles for vehicles newer than 10 model years will still be mailed to the garages for assignment to the IBID buyer.
For an IBID buyer to pick up a vehicle from a State Garage or DOV facility, the following requirements apply:
Possession and presentation of a valid title. The IBID bill of sale
Proof of Buyers Identification. (or their appointed agent with a properly completed Secure Power of Attorney) which can be found here:

Unit may contain normal dents, dings and scratches as consistent with vehicle age, mileage and use. Interior may be dirty and have holes from removal of communication equipment. There may be decal and sticker remnants on paint. Rust or corrosion may be present.

For those vehicles that are newer than 10 model years (these vehicles must comply with the Federal Truth in Mileage Act), the Certificate of Title must be properly assigned to the buyer, signed by the Seller along with the printed name of the Seller, the current mileage of the vehicle indicated in the “Odometer Reading” section, and signed by the Buyer along with the printed name of the Buyer at the time of sale or delivery(or their appointed agent with a properly completed Secure Power of Attorney). · All property is offered for sale "AS-IS, WHERE-IS" with no warranties or guarantees offered, written or implied as to its fitness for any use or purpose of the property sold.
· ALL SALES ARE FINAL! There are no refunds or exchanges. Bidders who refuse to comply with these terms may be suspended from future auctions and/or charged fees listed within iBid general rules.
· Every effort will be made to accurately describe the items offered for sale. However, the bidder is cautioned that the items presented are used and may contain defects not immediately detectable. Items may be available for public inspection prior to your bidding. Please use your best judgment when bidding with due consideration of these instructions.
· The State of Illinois cannot provide security for your purchases. Pilferage of equipment has been known to happen to equipment that is left past the pickup dates. Once you have completed your purchase remove your equipment as soon as possible.
· There is absolutely no “salvage” or “crushing” of Vehicles on State owned property. Dismantling of any equipment will not be allowed. Equipment that must be downsized by unbolting parts to make it legal for transportation purposes will however be allowed. Any and all removal needs will be the buyers responsibility.
· The State of Illinois cannot and will not, load any equipment on private or for hire, trucks or trailers due to liability issues. All loading and securing of these assets purchased from the State of Illinois is the sole responsibility of the purchaser or their agents.
· The State of Illinois does not allow purchasers to repair vehicles on State property, with the exception of minor repairs needed to make the vehicle functional to remove it from the premises. Minor repairs include checking fluid levels, jumping or replacing batteries, belts/hoses replacement, tire repair/replacement, lighting and wiper blades The State cannot provide the buyer any tools or materials needed to make these repairs.
· There is no access to fuel or materials of any kind, at the sale site where vehicle was purchased.
Once you have completed your purchase remove your equipment as soon as possible.

Many Illinois State Police vehicles being offered were equipped with an after-market air bag switch. The National Highway Transportation Safety Administration (NHTSA) approved the State's request to install air-bag switches for certain vehicles owned by the State of Illinois and operated by the Illinois State Police. The air bag switches remain active due to the safety benefits provided by air bag switches to the vast majority of drivers.
Purchasers of used vehicles sold by the State of Illinois are cautioned, admonished, encouraged and advised to have the air-bag safety unit inspected prior to operation. All Purchasers are further cautioned that they are solely responsible for conforming to the requirements of any applicable and lawful ordinance, rule or statute governing the resale of vehicles purchased from the State of Illinois.
