Payment Instructions
We must receive payment within five (5) business days of the close of the auction. It is recommended that you pay for all purchases online through your account at www.ibid.illinois.gov. If you are paying by mail, you must contact this office at (217) 558-7007 or email Rick Pritchard at rick.pritchard@illinois.gov to ensure payment is received within the allotted time period or an allowance is made for arrival of payment.
Payment must be made by credit card, cashier's check, or money order. We do not accept cash payments.
Vehicle Pick-up Instructions
Release & Pick-up of your Purchased Vehicle
When your winning auction ends, you will receive an email copy of your invoice. Check your invoice carefully to verify that your contact information and the vehicle(s) listed is/are correct. Please make sure that the phone number we have on file (contained in your invoice email) is correct.
You will receive another email with a signed paid-in-full invoice once your payment has been made to and processed by Surplus Property. This email will detail the contact information and instructions required to complete the sale and release of your vehicle.
Titles for vehicles ten (10) years or older will be mailed to you once payment is received. For vehicles newer than ten (10) years old, those titles will be mailed to the vehicle site. You will be contacted to schedule the pick-up of the unit once the site receives the title. Please contact DOV License & Title at (217) 782-2536, extension 221 to check on title status.
- Do not contact the site before you receive our email containing your signed invoice.
- Do not go to the site to pick up your purchase without the title, unless directed to do so by Surplus Property or DOV License & Title. You will not be allowed to remove the vehicle, without the assigned title and a signed paid invoice.
CMS Surplus property will allow sufficient time to pick-up your vehicle after the title is mailed to you or the vehicle site; however, you must remove the vehicle in a timely manner. If you anticipate a delay in removing your purchased vehicle(s), you must contact Rick Pritchard at CMS Surplus Property to make mutually agreeable removal arrangements. If this is not accomplished, the vehicle may be considered "abandoned property", and will be treated as such, up to and possibly including utilizing a tow-away service. All costs charged by the tow-away service for the removal of the "abandoned property" will be the responsibility of the vehicle's new owner.
For those vehicles that are newer than 10 model years (these vehicles must comply with the Federal Truth in Mileage Act), the Certificate of Title must be properly assigned to the buyer, signed by the Seller along with the printed name of the Seller, the current mileage of the vehicle indicated in the “Odometer Reading” section, and signed by the Buyer along with the printed name of the Buyer at the time of sale or delivery(or their appointed agent with a properly completed Secure Power of Attorney).

Terms and Conditions of iBid Vehicle Sales
- All property is offered for sale "AS-IS, WHERE-IS" with no warranties or guarantees offered, written or implied as to its fitness for any use or purpose of the property sold.
- ALL SALES ARE FINAL! There are no refunds or exchanges. Bidders who refuse to comply with these terms may be suspended from future auctions and/or charged fees listed within iBid general rules.
- Every effort will be made to accurately describe the items offered for sale. However, the bidder is cautioned that the items presented are used and may contain defects not immediately detectable. Items may be available for public inspection prior to your bidding. Please use your best judgment when bidding with due consideration of these instructions.
- The State of Illinois cannot provide security for your purchases. Pilferage of equipment has been known to happen to equipment that is left past the pickup dates. Once you have completed your purchase remove your equipment as soon as possible.
- There is absolutely no “salvage” or “crushing” of Vehicles on State owned property. Dismantling of any equipment will not be allowed. Equipment that must be downsized by unbolting parts to make it legal for transportation purposes will however be allowed. Any and all removal needs will be the buyers responsibility.
- The State of Illinois cannot and will not, load any equipment on private or for hire, trucks or trailers due to liability issues. All loading and securing of these assets purchased from the State of Illinois is the sole responsibility of the purchaser or their agents.
- The State of Illinois does not allow purchasers to repair vehicles on State property, with the exception of minor repairs needed to make the vehicle functional to remove it from the premises. Minor repairs include checking fluid levels, jumping or replacing batteries, belts/hoses replacement, tire repair/replacement, lighting and wiper blades The State cannot provide the buyer any tools or materials needed to make these repairs.
- There is no access to fuel or materials of any kind, at the sale site where vehicle was purchased.
Once you have completed your purchase remove your equipment as soon as possible.
A) in Illinois Department of Central Management Services sole discretion, reclamation of the awarded property and relisting of the same for public auction;
B) the payment of such fees and charges including any storage, administrative or other expenses necessary to re-auction the unclaimed item; and
C) a handling charge of $25.00, plus ten percent (10%) of the bid price for a restocking fee, plus 2% of the total sale already paid to the State of Illinois.
THE ILLINOIS DEPARTMENT OF CENTRAL MANAGEMENT SERVICES WILL NOT PERMIT DELINQUENT PAYMENT OR PICKUP OF IBID MERCHANDISE. ALL UNPAID/UNCLAIMED ITEMS WILL BE RESOLD AND ABOVE PENALTIES SHALL BE IMPOSED ON DELINQUENT BIDDER. WHEN BIDDER MAKES PAYMENT BUT FAILS TO PICK-UP AWARDED PROPERTY, BIDDER SHALL ONLY BE ENTITLED TO A REFUND, LESS THE ABOVE PENALTIES ENUMERATED ABOVE
